Nuno Sampaio

President of the Board of Directors of INCM, SA

Nuno Sampaio served as Secretary of State for Foreign Affairs and Cooperation in the 24th Constitutional Government (April 2024–June 2025).

For twenty years, he worked as a consultant and adviser to the Office of the President of the Portuguese Republic:

  • Adviser on Parliamentary Affairs to President Aníbal Cavaco Silva (2006-2016);
  • Adviser on Political Affairs to President Marcelo Rebelo de Sousa (2016-2021);
  • Consultant on Political Affairs to President Marcelo Rebelo de Sousa (2025-2026 ; 2021-2024).

He is an assistant professor and research fellow at the Institute of Political Studies of the Portuguese Catholic University, where he has been teaching since 2009 and where he completed his master’s degree (2008) and obtained his PhD in Political Science and International Relations (2018).

He holds a postgraduate degree in Business Management from INDEG-ISCTE (1999) and completed the Senior Management Programme at AESE/IESE Navarra (2012).

He graduated in International Relations from the Higher Institute of Social and Political Sciences at the University of Lisbon (1995).

He was a visiting student at the University of Oxford, with a merit scholarship awarded by the Calouste Gulbenkian Foundation to pursue his master’s degree (2004).

He is the author of the books Eleições na União Europeia (FFMS, 2019) and Sistema Eleitoral Português, Crónica de uma Reforma Adiada (Alêtheia, 2009).

He is also the author of numerous academic articles in the fields of Political Science and International Relations. He writes and speaks regularly in the media on international issues.

Early in his professional career he held management positions in private companies; he also served as a local government councillor and as a member and group leader in the Lourinhã Municipal Assembly.

He was born on 9 December 1972 and has three children.

 

 

 

Cristiana Ferreira

Member of the Board of Directors of INCM, SA

A graduate in Law from the Faculty of Law of the University of Lisbon, Cristiana Ferreira completed a postgraduate course in Notarial and Registry Law and a postgraduate course in National Defence Law (national, international and European law, public procurement and business activity).

A lawyer by profession, she practised law in private practice for 23 years (2001–2024), having voluntarily suspended her registration with the Bar Association in 2024.

She was a Member of the Assembly of the Republic in the 15th Legislature (2022–2024).

She served as Deputy in the Office of the Secretary of State for the Treasury and Finance in the twenty-fourth Constitutional Government (2024-2025) as Chief of Staff to the Secretary of State for the Treasury and Finance in the twenty-fourth and twenty-fifth Constitutional Governments (2025-2026).

She is a Councillor for the Municipal Assembly of Tondela and a Councillor for the Intermunicipal Assembly of CIM Viseu Dão-Lafões, and is currently Chair of the Municipal Assembly of Tondela.

Born on 11 December 1974 in Lisbon, she is married and has three children.

Afonso Reis Cabral

Member of the Board of Directors of INCM, SA

Born in Lisbon in 1990, Afonso Reis Cabral is a writer, editor and cultural manager.

He was Chairman of the Board of the Eça de Queiroz Foundation in 2022-2026, having previously served as a director in 2020-2022. Since the age of 18 he has worked continuously in the publishing sector as an editor, editorial coordinator and head of proofreading departments.

He holds bachelor’s and master’s degrees in Portuguese and Lusophone Studies from the Faculty of Social and Human Sciences at NOVA University Lisbon, and has a postgraduate qualification in Fiction Writing.

He is the author of several works that have been translated into various languages, having published his first book at the age of 15. In 2014 he received the LeYa Prize for his novel O Meu Irmão. His second novel, Pão de Açúcar (2018), was awarded the José Saramago Literary Prize in 2019. He has also published Leva-me Contigo – Portugal a Pé pela Estrada Nacional 2 (2019) and, more recently, O Último Avô (2025).

He is a frequent media contributor, writing a weekly column entitled ‘Ansiedade Crónica’ for the Jornal de Notícias and the TSF radio network.
